Can't Turn Off 'Erase Data'

In Settings\Touch ID & Passcode, I am unable to turn off 'Erase Data'. It is on (green) but 'faded' into the backgrouwn and not accessible to disable. Please Help

I have only noticed this since updating to IOS 10.1.0
